Washington D.C. – The debate on the free association proposal for Puerto Rico will be marked – similar to what happens with the Pacific countries – by the United States’ geopolitical interests in the entire Western Hemisphere, said Puerto Rican constitutional law professor and historian Rafael Cox Alomar.
